i can see the dark templar having the ability to focuses all of its energies before launching a psionic grappler at small flyers and bringing them crashing down to the ground. it could be explained that the psionic grappler stuns zerg flyers and shocks the terran and protoss mechanical systems causing flight failure

I would just recommend keeping it a bit simpler for the Zerg and make the Scourge re-appear with a secondary function to the damage it does, which, would be disabling a ship for a few seconds. It would not stack as that would basically cripple any ship if enough hit or destroy it for that matter.

    OK to specify.
I would think that it would be a ground unit caster only when cast the bigger units have a longer time to run before affected (like 4 seconds) and small units would be affected in about two seconds allowing experienced players to sort of micro the falling unit into a strategic position if possible.

What i meant by the 100 damage thing is that the mothership is a big unit so it has a lot of health. Maybe 10% of the units maximum health in damage when they hit the ground. And I think 8-10 seconds would be the perfect amount of time to have them grounded.

Also a small casting range would be needed as all air units directly above water & hole would be killed. so if your capital ship is hit then you would have a window of opportunity to move them out from a deadzone (like water underneath) but if you are not paying any attention they would be lost.

Less experienced players would not know how to micro effectively so to avoid these units if they are blocking a portion of the base (as an example if you try to base raid from the water) they would need to reach the area by ground. so it would also be an excellent defensive spell.

Wait, when the ships are hit with this "glue" spell, will they still be able to attack while on the ground? It's hard to imagine a banshee on the ground, firing missiles from below it.
If it isn't able to attack, then the duration of the spell should either be shorter, or the energy required to cast it needs to increase.
Is this spell splash like ensnare? Or does it just affect 1 unit at a time?

Should be able to splash I think. I keep picturing a Zerg spitting on a bunch of flying units and pulling them down heh.

    somewhere....not sure
how about an ability of lurkers to grab small units like marines and bring them down to the ground and instantly kill it, or a (that centipede thing of zerg which casts plague) <that unit (LOL i forgot the name")
which creates a hole on the ground which causes vehicles to be immobilized or marines falling down to their doom....

oh, and ultralisk that has consume, it eats small units to regain health
