why cant lurkers not attack while not-burrowed?

Its about the word "PURPOSE" - there are far more things that a persons mind can imagine, in the movie Matrix the people are made into a source of energy such as batteries and are living in a mental cage of virtual world,.. and in that world there are free minds such as the likes of the agents that alters the laws of physics and balance that we know of... and those kinds of programs (agents) are comparable to Lurkers, you cant understand them but you know the reason why they are there...
