Duran must be Xel'Naga or mad. Not any other option.

And- some claimed that if Duran is evil, Xel'Naga must be evil too, while Manual stated they were peaceful.
1) Evil is a relative word, what is evil to us, might not be evil for somebody else
2) Xel'Naga may gotten vengeful after their fall to the Overmind.
