29 if not counting heroes and units cloaked by Arbiters.
EDIT: Make that 31 including the Broodling and Interceptor.
Btw, does Burrowed count as cloaked?

did you include the "not legit way" to cloak units..

i can cloak drones, lings, hydras, defiler, well.. anything that can burrow can be cloaked.. using the arbiter.. but once it's cloaked.. it will stay cloaked until u burrow and unburrow again..

theres a UMS about tricks like these

 

yea, its some sort of bug, but hasnt it been fixed?

 

When I said "theoretically" I meant think of all the possibilities.

A Protoss Dark Archon can mind control a drone or SCV to build entire tech tree of all 3 race. Plus the Arbiter.

so "theoretically" the only unit that can never cloak in SC1 is the arbiter.
