    Try this...
    Windows_logo_key+break/pause, hardware tab, Device Manager. Find your video device and right click on it and select Properties. Select the drivers tab, then click "Update drivers..." try to auto update the driver and see if it installs. If a driver can't be found, we'll have to try another option... -_-

    I got to Device Manager, clicked on Sound, Video and Game Controllers, but I couldn't find it in there.
    Oh yeah, and after I unistalled my video drivers that first time, my laptop screen is like...zoomed in. Everything is bigger, and it's kind of frustrating.

    Its not bigger, your screen resolution is probably smaller. Increase the size of it to make it look normal again.

    Ah, there we go, thanks. But the game's still not working, and I don't know what kind of video drivers to install.

    This is the last ditch effort. If this fails, your better off looking up the last set of drivers on Dell's support site for your laptop.

    Omega's last set of ATI moded drivers. I somehow doubt these will work for StarCraft II, but they should install (they will fail WHQL certification, so when you are prompted that the drivers are unsigned, install them anyway).

    Only other thought I'd have is to BEG Dell to release a newer driver for your laptop... although without WHQL I highly doubt they will do that.
