The Monarch's minions are a pretty casual workforce.

A weird anime called MM!. What makes the whole thing even weirder is that, until that episode, the setting was fairly mundane, taking place in a normal japanese town.

Yes, but this happens five episodes into the twelve-episode series, so its not like the sudden change was part of either the premise or the style of the show. Five episodes of (relatively) normal high school drama comedy and then suddenly BAM! SUPER SAIYAN VS GIANT MECHA AND MAD SCIENTIST! HIS POWER LEVEL? OVER 9000! PERVERT-POWERED SPIRIT BOMB! As far as DBZ parodies go, it actually wasn't half bad.

Let's not forget the perversion-powered kamehameha wave.

I will now be known as Prokhor Zakharov, drone. You are to report to the retroviral inspection commission as my bio-chemical test subject. Any revelation of this falsehood to the commission will result in nerve-stapling for you and your entire extended family.

No, but it is a reference to a guy with a lot of quotes. Like this one:

The first living thing to go through the device was a small white rat. I still have him, in fact. As you can see, the damage was not so great as they say.
Academician Prokhor Zakharov, "See How They Run"

    or this one:

What actually transpires beneath the veil of an event horizon? Decent people shouldn't think too much about that.
Academician Prokhor Zakharov, "For I Have Tasted The Fruit"
