So I fixed my comp and was on a winning streak...

    Windows Vista (6)and 7 (Windows 6.1) were supposed to support the new WinFS file system. This file system was supposed to eliminate, among other things, dll conflicts. If WinFS ever does ship with Windows, its really going to change the way we manage files on our computers...

    ... not that I full understand HOW its going to do it.

    It probably relies on several other systems, which obviously still fail at this point. :p

    But if the dll isn't present (because it wasn't in the program's folder and hasn't been copied), then it still isn't going to work.

    WinFS wouldn't magically make software portable. If anything, it would have the opposite effect: it would obfuscate library dependencies because you wouldn't necessarily know where they are or what they are anymore.
