You are over-reacting, I would say he looks 16.

It's funny since a lot of people look older/younger than their actual age, personally I look younger. However, we never notice someone who looks exactly like he/she should be at his/her age. I guess it's human's nature to pay attention to differences and to naturally dislike them. It's kinda hard to like humans when you know them.
