Duran's work was pretty easy. He just told the genetics computers to splice their DNA.

The vision was another thing; I don't think the terrans knew of the common origins of the protoss and zerg. As for arranging the capture of protoss and zerg, difficult, but as we've seen in Resurrection IV and Deception, not impossible for regular terrans.

 

But Duran is no Terran. :s
I thought he was some sort of Xel'Naga or something.

Duran not being terran is how he had that vision in the first place.
