    someone said the same thing a long time ago when i was doing it with another picture

    vector graphics and raster graphics are two separate things. bitmaps are raster graphics. You can raster a vector thing to make a bitmap.

    You're confusing vector graphics with vector art. Here's an example of vector art (which is of course a bitmap image):

    If you resize any vector art in a jpg format it loses quality because jpg compression is bitmap format, it's not vector. What it displays is vector art, but it's not in a scalable vector format. As I said, you're confusing the content of the image with its format.
