i would say everyone takes over. The Dark Templar are known to utilize the same powers as the cerebrates, perhaps capable of duplicating their control. Raynor has Stukov on his side, who is part of a faction that tamed the second overmind. The confederacy probably figured out how to duplicate the UED control as well.

I'm sure the left over cerebrates would command their own separate broods and reform eventually or else they would diminish.

 

I think she's too strong a character for blizzard to just kill off...besides we have 2 more expansions. I think we'll see many more characters
