does anybody else think terran air is weak?

There is no way the Valks will win the battle at Full Pop. The max Sprite count on a map is 250 and the valks missiles count as sprites. After around 30 shoot, no more sprites will be able to appear on the map until those rockets hit, leaving 20 valks as useless sitting ducks. But in combination with even 10 devourers, bring 25 valks and each missile would do 9+6, or 15, so the valks will decimate carriers or even BC's.

In respose to the scourage microed answer, I think that's imp for the scourages to win as It's impossible for even JulyZerg to micro 400 units at the same time. Just send one air unit into the crowd and 100 other scourage will explode on it.
