The civ points in the empire earth franshise were an extremely nice addition, not just a gimmick imo. All players had the same units, except for the heroes in singleplayer. The civ points were a great way to customize your army to fit the tactics you like. Which is actually more realistic then each faction having a different unit set. Well, in a non sci-fi setting, that is.
