what video cameras would be best for capturing video on or off of tv screens and moniters, and would also be for alow price?
None really. You'd have to luck out insanely to get good vid off a screen, you'd have to match the framerate with the refresh speed which is near impossible cause it's usually around 60 hertz. Framerates are usually in the thirties.
