Liberated Games has tons of commercial-scale games available for free- and legally, because the site only accepts games approved to be given away for free by their owners. The Experimental Gameplay Project has over a hundred small games. These are produced with an academic intent: they're trying to discover new forms of gameplay and utilize rapid development, so the games tend not to have awesome art or other content. They make up for that in fairly solid gameplay. Some of the top games are extremely good. This year's TOJam happened last month, and while these games were all made in under three days, they're free, and pretty good. DigiPen's students have to make games as projects. They post many of them online. Take a look at Toblo and Rumble Box. Invalid Tangram is a bit like the DigiPen projects, in that it was created for school, just a different school. Uses retro-tastic sounds and art. Disturbingly fun. binaryzoo has a few shoot-'em-ups, I recommend Mono and Echoes. Omnious Development's Strange Attractors was an entrant in a contest for single-button games. You control the entire game with just the space bar, yet it works. Queasy Games' Gate88 is a cool RTS/Shoot 'em up. Has online multilayer. When I played it I was throughly owned by both the computers and experienced players. Really fun though. The game's designer is also working on another game "Everyday Shooter" that looks like it is going to be really cool. Jenova Chen's flOw. A cool game now with a PS3 version. Take a look at Cloud, while you're at it. Tremulous is an online multiplayer FPS, like Counter-Strike. Aliens vs humans. Takes a lot of themes from StarCraft. Game Giveaway of the Day gives away a different game every day to help promote the titles. It isn't shareware, they're full games, but quite a lot of it is mediocre and/or crap. Every once in a while something really good emerges, which is why I try to check the site every day.
