I tried to understand. Honestly, I do. But I just dont get it.

What in hell are those bone wings of kerrigan's? Why does she has it, and why hasnt she evolved in the past 4 years, she looks to be the same...

 

Those aren't Wings. Those are what she uses to fight.

 

They're called wings even though they're not used for flying.

And why should their appearance change? I can so picture them being better, but looking the same, in order to make an opponent who has faced her before overconfident.

 

They're just more refined versions of those claw-tentacle limbs protruding from normal Infested Terrans. They do look a bit brittle though. I liked the BW version of Kerrigan in the Campaign menu, they looked a little bit stronger, if also much simpler in design.

 

I don't understand what are the use of those. I mean they have claws to attack in the edges to fight, but its shaped exactly like a wing. It only makes sense if she could fly. She even evolved which makes even more sense.

 

In uh... the Queen of Blades (I think that's the title) novel she does do some hover thing at a point, but I can't remember if it was more her telepathy or the 'wings'.

 

I've never read the novel, but do you consider that hovering to actually be flying cuz I she never flew in SC.

More importantly, who is the wind beneath her wings?

I'm sorry if I mislead. It was a conjecture and a joke.
Metzen is one of if not the lead concept artist for the SC universe.

They just look like wings to give a more threatening visage. Those are the blades being referring to in her title as "Queen of Blades" XP

Also its not so much evolution as it is mutation.

 

they're not wings, they're giant claw things. wings generally have some kind of surface to push against the air.

she uses them to attack. watch the unit animation in SC1.

because she's not a pokemon.
