    They're probably not. The timing and hinted facts say this is just wrong.

    The Dark Voice somehow corrupted the Overmind. At that time, the Voice in Darkness was already in prison.

    The Dark Voice appears to be a "fallen" xel'naga. The Voice in the Darkness is definitely not a xel'naga.
