Is the SCII DVD going to be region-locked hardware-wise? Will I be able to play a Korean version of the game on my US PC without changing the DVD region of my drive to the Asian region?

This sounds more like a Blizzard tech support question, but I would assume you'd need to change the region to Korea in order to play the game (and multiplayer) in Korean.

I think the DVDs will not be region-blocked. Official announcements said, that for example if you're in germany and want to participate on the US-Servers you need to buy an US-Version of the game since the EU-Versions are only playable on the EU-Servers. Wouldn't make sense to lock those DVDs, then.

So, the game versions - korean, US, EU etc (or even more: the gamekey-versions, since the keys allow you to participate on particular servers) - limit you to the Servers. If you're planning to buy the korean version for the language pack and then play on US servers, i'd assume you'll fail since you're gonna be limited to the korean servers due to the korean game-key. If you'd like to play on US-servers with a korean language pack, i'd buy a US version of the game and look out for a korean language pack via download.
