Did you try reinstalling? I guess you did. I would try and a version of the file that is missing or just not working. MD5 Also try google it to see if someone has solved it.
Did you get this message during installation, or while patching? If it happened while patching, you may be able to try the manual patching method to get the correct patch information. What virus scanner do you have installed?
