I don't know if people here are aware of the replayers site, but they've now opened a sc2 area. Basically, it's a community site that grew up around warcraft 3, which many high ranked players use to upload and share replays of their best games. There is an open voting system for the best spectator matches, threads for making comments on each replay, as well as the means to name and shame hackers. They often host their own internal tournaments, which I can tell you have been very well organised in the past for wc3. http://sc2.replayers.com/ Take a look if you want, and I hope you find it useful.
Replays must be loaded into your copy of SC2, as it was with WC3 before it. Normally a double click on the file would do this If you don't have SC2, then you're out of luck. I'll also say that the replayers SC2 portal is still in its infancy since the game is still in beta, so there isn't a big player base, and not much in the way of voting to bring the cream to the surface. As with all community sites, it is only as much as the community makes it. So expect it to improve over time.
