I have updated all of my drivers in attempt to fix this and restarted after wards to no avail, I am running a HD 4200 radeon card, on a lcd monitor, 4gds of ram, and an AMD phenomenon 2 dual core which has 3.1ghz processor speed. with what I have I should be able to run, it I ran some driver programs and updated to the latest drivers, any other ideas to get this working would be appreciated.

I got this when I tried to hook it to my older LCD tv but it worked on my brand new one. Can't really tell you why it's doing it but I did experience it myself. Maybe it's older, I dont know.
Different equipment requires different drivers. Alot can depend on how the video card is setup to deal with the TV too.
