Minimum posts to place a topic?

Minimum posts to place a topic?

    I have seen this on other forums that growed quite alot and got the problem of new people who don't search for topics and just posting topics that already exist. So what about a minimum of posts before you can post a new topic? If someone first needs like 20-50 posts (hope they won't spam) he can learn how to use a/the forum before posting rubbish topics about subjects that already have topics.

    Or if thats too much, how about that topics from new people (between 0 and 20 (maybe even up to 50 maybe 100) posts) first have to be approved by a moderator before they actually appear on the boards?
