You're disabling his micro for your macro - that's not a fair trade. You need to remove macro factors for both teams.

Ok but now back to mules. T wouldn't be able to their easy A Stim MM timming push without their crak addiction dependency on mules. Take mules away or nerf them by making them cost more energy would help balance. If nothing else it would make T players whine more, which is quite lacking atm..
