I've figured out Blizzard's strategy

I have, what I believe is a very good hypothesis, that Blizzard plans to ACTUALLY wait for the future to come to make this "as good a playing experience as possible." Hence why it's taking so long. Who's with me on this?

I think he meant Blizzard is waiting for the years close to when the story takes place (forgot) for the game to be futuristic and realistic at the same time
