Is StarDraft stil available?

    I wanted to make a quickie custom map for the original Starcraft with changes to some of the unit ranges and rates of fire, bunker maximum load settings (up to 8 units per bunker) and also some shields on a few Terran buildings.

    But, I can no longer find the StarDraft tool that allowed me to do that way back when...

    Any help?
