How to make animations?

    Does anyone know of decent programs I could use if I wanted to try making short animations(like moving pictures)? I'd prefer something I could dl and hopefully free to use since I don't have any extra money atm(like the paint.net I use for normal images).

    And are there any tips/tricks/precautions I should know to make animating easier?

    I'm mainly just wanting to do something to do during any spare time I get, I already tinker around with still images sometimes and think animating would be interesting to try.

    But i dont have $200 lying around to afford that. I'm just looking for something that will let me clip images together to create the illusion of movement
