If you want to receive your game at a midnight launch somewhere you will probably have to pre-order. But if you don't care about that and want to get it at some later date then no need at all to pre-order.
all pre order customers will reciever their sc2 copy on the 27th or u can goto most ebs or gamstops midnight on the 26th and recieve your copy. It is better to pre order imo as you will recieve bonus stuff as well.

If you are preordering now or did so anytime this month I'm pretty sure you will not be getting the Collectors Edition. Cause they were all sold out a little under a month after the release date was announced. I know that was the case with every EB store in Brisbane I spoke to. And many online articles from round the world also said this.
Here in The Netherlands, you can still pre-order the CE at multiple places. Even with the release being so close.
Dutch people people prefer to drive cars than play video games. Well if you believe Gregory Clarkson that is. And that's probably why they never sell out there.,
