Kind of frustrating, if I even run at Medium graphics level, things get slow on busy maps and I keep getting the popup saying I need to turn down my graphics settings.

If I run on low, everything's fine, but it all looks kind of cartoony.

    Intel Dual Core 2.1ghz
    3g RAM
    NVidea GeForce 8600M GT
    Vista

That 8600M GT is just a little bit better than minimum specs. Remember, mobile GPU are usually slower than their desktop counterparts. Even then, the 8800 GT in the recommended specifications is quite a bit faster than the desktop 8600 GT.

with mass units on my old cp pentrium 4 3.0D it lagged and ran slow, with few units it ran fine, I have since upgraded to a core2duo 2.93 and it runs very well on 2v2 but on 4v4 it did lag a bit, not sure if it was due to other ppls spes though

I suppose it is a Core2Duo notebook. 2.1 GHz should be enough, the 8600M is also OK. MEdium graphics level sound reasonable.

Can you check if your laptop runs at energy saving mode? It is necessary to run the computer in full performance mode to play recent games.

with mass units i found that it was my cpu that was bottlnecking, i would get like 5 fps when a ton of units were engaging in a battle, i tried turning my settings down and it persisted, so i upgraded my cpu and i no long has those problems unless its 4v4 massive units, but this video card has done very good in terms of price and performance, I got it for $79.99

There's some kind of bug in Starcraft 2 that's hurting a lot of people's performance on decent computers. Hopefully there will be a patch eventually.
