Okay, a few questions before we really get into this:
Are you on a collage/university network for Internet?
What are you using for virus protection/firewall (firewall appears to be built in firewall)?

If you have PeerGuardian/PeerBlock installed, disable/exit before attempting to use any Blizzard services (game/downloader/patcher etc).

Install Microsoft Security Essentials, update and then run a full system scan. MSE is probably the best free anti-virus program nothing can buy. lol

Check the router and enable "uPnP" or "universal Plug and Play." This should save you the headaches of having to do the port forwards.

Its just an idea. You should always have proper protection installed... you will eventually get burned if you don't. It's free so why not?

Here are exact instructions on forwarding the StarCraft II ports for the downloader.

Here are the instructions for forwarding the game on your router.

Double check that and see if you missed some ports. Who is your ISP and what country are you in? If you were on a collage campus, it'd make sense if you couldn't access the bittorrent ports required for the downloader... but if its a normal open ISP... no clue. Could be Windows Firewall is stopping it, but the log you posted shows its opening uPnP fine.

That shows the router doesn't have uPnP enabled. I did a bit of reading, uPnP is disabled by default. I recommend enabling it, consult your routers manual for more information.

I'm not sure reinstalling Windows is the way, but you can try it. That is up to you. If you are forwarding ports on the router, they an only be forwarded to one computer (unless you use port triggering).
